Owing to various causes there have been delays in opening recruiting and in appointing the officers on whose personal exertions and influence recruiting largely depends. In one hundred and fifty-six units recruiting has not yet been opened. In these circumstances any figures I might now give would be liable to mislead the hon. and gallant Member.
