10. Mr. RONALD McNEILL

asked the Under-Secretary of State for Foreign Affairs whether the De Salis Report on conditions in Montenegro has yet been received; and, if so, whether he will lay it upon the Table of the House?

Mr. HARMSWORTH

The Report has been received, but the publication has not been considered desirable in present circumstances.

Mr. McNEILL

Is the hon. Gentleman aware that it is generally believed that this Report is very condemnatory of the action of Serbians in Montenegro, and under these circumstances does he not think that the House of Commons is entitled to have the Report?

Mr. HARMSWORTH

I have the Report, but I think I can assure the House that it will not be convenient to publish it at the present time.

Mr. McNEILL

Can my right hon. Friend give any reasons for that decision?

Mr. HARMSWORTH

I do not think I could do so in answer to a question.
