§ Mr. McNEILLIs the hon. Gentleman aware that it is generally believed that this Report is very condemnatory of the action of Serbians in Montenegro, and under these circumstances does he not think that the House of Commons is entitled to have the Report?
Mr. HARMSWORTHI have the Report, but I think I can assure the House that it will not be convenient to publish it at the present time.
