§ Mr. PARKERI have been asked to answer this question. The position of the bathroom is primarily a question for the local authority. It is not the practice to insist upon the placing of the bathroom 887 downstairs if an economical upstairs arrangement can be provided in the type of house which the local authority desire to erect.
Mr. THOMSONAm I to understand that if the local authority insist upon the bathrooms being placed upstairs the Minister of Health will not overrule their decision?
