I have been for some time in communication with the Governments of Guernsey and Jersey with regard to the abolition of the passport system at present applicable to the passenger traffic between 467 the United Kingdom and the Channel Islands, and I hope that a decision will be reached at an early date.

Is it not the fact that, owing to the small number of steamers and the large number of would-be passengers, the passport system is a blessing in disguise?
