Mr. HARMSWORTHThe answer to the first part of the question is in the negative. As regards the second part, a Mandate issued by the President of the Chinese Republic on 15th September states that China's reason for refraining from signing the Treaty of 28th June was her dissatisfaction with the clauses relating to Shantung.
