Mr. HARMSWORTHThe Baltic States communicated to His Majesty's representatives their desire to consider the question of opening negotiations for peace with the Russian Soviet Government. No steps have been taken by the Allied Powers to delay or prevent such negotiations, which in the last resort are a matter for the decision of these States themselves.
