asked the Prime Minister whether he can state whose duty it will be to summon the first meeting of the assembly and the first meeting of the council of the League of Nations in view of the refusal of the United States Senate; to ratify the Treaty?

The PRIME MINISTER

Article 5 of the Treaty of Peace stipulates that the President of the United States of America shall summon the meetings. I do not understand that this will be in any way affected by the refusal of the United States to ratify the Treaty.
