§ Mr. BONAR LAWThe reason is that it has not been found possible to proceed with the conclusion of the Turkish Treaty until the United States has signified whether or not it will share in the responsibility for protecting the peoples inhabiting the former Turkish Empire, and for assisting them until they can stand alone.
§ Lord R. CECILIs it not possible to-make a treaty with Turkey merely providing that she shall give up the sovereignty of certain States, leaving it to the Allies to settle their future?
