asked the Pensions Minister if he is aware of the delay which frequently occurs in the settlement of applications submitted to the Military Service (Civil Liabilities) Department for grants from State funds for the purpose of re-establishing discharged men in business or suitable occupations; whether he is aware that dissatisfaction exists among returned men because of this neglect; and what steps he will take to remedy the matter?

I have been asked to reply to this question. I am aware that delays have occurred in making grants from the Civil Liabilities Fund. These delays are due to a variety of causes, which are not entirely within the control of the Department. For example, the hon. Member will realise that preliminary inquiries are always necessary, and often occupy a considerable time. In so far, however, as the delays can be remedied by an alteration of system, the Ministry are taking all steps in their power to reduce them to a minimum.

Is the bon. Gentleman aware that there are many cases now before the Department that have been before them since April last, and that today the West Riding Pensions Committee are unable to obtain anything like a settlement?
