Mr. HARMSWORTHI presume that the hon. Member refers to the restrictions which have been placed upon the sailings of German ships in the Baltic. If so, the answer to the question is in the negative. Those measures have been taken by the Supreme Council of the principal allied and associated Powers acting in concert.
