§ Mr. FORSTERTemporary rank was instituted as a war measure and steps are now being taken to render its continuance unnecessary by filling appointments, where possible, by officers with the necessary substantive rank. It is not, however, at present possible in all cases to find an officer with the substantive rank available and with the requisite knowledge to fill every appointment.
