asked the Secretary of State for War whether an appointment has yet been made of the third member of the board which is to consider the recon- stitution of the Territorial Force; and, if not, will he consider the desirability of appointing a Territorial officer with experience in the line and on the Staff on the Western Front in the War?

I presume my hon. and gallant Friend refers to the Travelling Board appointed to consult with county associations regarding the appointment of commanding officers of Territorial Force units. A third member of this Board has been appointed, namely, Brigadier-General E. N. Whitley, C.M.G., who is a distinguished Territorial officer with experience in the line and on the Staff on the Western Front.
