asked the Chancellor of the Exchequer whether he is aware of the dissatisfaction which exists amongst Civil Service pensioners who left the service before 1st March, 1915, and who have, in consequence, been debarred from participating in the recent increase of pensions; and whether steps will be taken to permit all pensioners to share in the increased benefits?

As my right hon. Friend explained in reply to a question of the hon. Member for Islington East on the 9th ultimo, the arrangement made with representative associations of the Civil Service was that, within certain limits, war bonus should reckon for pension. He cannot extend the arrangement to cover the case of pensioners who were not in receipt of war bonus at the time of their retirement.
