asked the Secretary of State for War if he will consider the advisability of initiating at an early date a recruiting campaign upon a grand scale for the Regular and Territorial Armies in order that advantage may be taken of the high patriotic spirit of the country, and in order that it may be clearly demonstrated that strenuous efforts are being made to place the voluntary Armies of the country upon such a basis that within a reasonable period of time they can be expected to completely undertake the duties necessary for the defence of the realm?

This is already being considered, and I hope it will be possible to launch such a campaign at an early date.
