44. Mr. CAIRNS

asked the Financial Secretary to the War Office whether the various Government Departments have been instructed that only those in receipt of full naval or military pensions are to be employed as messengers, and not men in receipt of temporary pensions; if so, can he state the reason for this discrimination; and whether, in view of the possibility of this practice leading to a calculation of a man's pension in deciding upon the wages to be paid, he will take steps to withdraw this instruction?
