asked the Secretary of State for War what persons are eligible to present military medals; and whether any alteration of the existing Regulations is intended?

Medals awarded for gallant conduct or meritorious service may be presented to the soldier concerned by the municipal and other local authorities and societies at the discretion of the General Officer Commanding-in-Chief of the Command, or may be presented at military parades. Presentations to next-of-kin of deceased soldiers may only be made by General Officers Commanding at parades of troops. There is no present intention of altering this procedure.
