asked the Home Secretary if he will state what steps are taken by his Department, after conviction for murder, to ascertain what circumstances there may be which might make it desirable to advise commutation of the sentence; and what persons are consulted other than the judge who presided at the trial?

The facts of each ease and any representations received on the prisoner's behalf are very carefully considered and all inquiries are made which might assist in arriving at a just conclusion; but the circumstances vary so much that it is impossible for me to describe in detail the steps that are taken.
