asked the President of the Local Government Board if he is aware of the opinion held by nearly all Poor Law guardians that all persons afflcted with blindness should be under the direct control of a Government Department, that the cost of their education and maintenance should be a direct charge upon the National Exchequer, and that they should have representation on the various committees appointed to look after their welfare; and will he consider the desirability of this course?

My right hon. Friend has received from a considerable number of boards of guardians resolutions advocating the proposals mentioned by the hon. Member, some of which would involve very far-reaching changes in existing legislation. The proposals are receiving careful consideration.
