§ Mr. LONGIt had been intended to hold a Cabinet to-day to settle some proposals which have a bearing on the public service generally. Unfortunately the great pressure of business in Paris has detained the Leader of the House there; he returns to-morrow. The Cabinet will meet the following day and an announcement will be made.
