Has that always been the practice, or is the practice one of recent introduction?

Mr. CHAMBERLAIN

I did not know that my hon. and learned Friend was going to examine me in the history of the question, and I am afraid I cannot answer for times which preceded my own administration. The present position is as I have said, and I believe it has always been.
