§ Mr. WARDLEIn November, 1918, local advisory committees were informed that, if they so desired, one representative (or in exceptional cases two) of ex-Service men would be appointed as members of the committees. In almost all cases such representatives have been appointed as members; and, to the extent which I have mentioned, such members will continue to be appointed where the committees concerned desire it. As a rule, these representatives of discharged men are drawn from one or other of the local organisations of ex-Service men.
