§ 99. Mr. BETTERTONasked the President of the Local Government Board whether the Ministry of Health Bill, as amended in Committee, enables the powers and duties of the Central Control Board (Liquor Traffic) to be transferred to the proposed Ministry of Health without further statutory authority?
§ Major ASTORThe Bill as amended in Committee enables any powers and duties-of Government Departments in England and Wales (apart from certain powers and duties elsewhere specified in the Bill as suitable for transfer) to be transferred to the Minister by Order in Council if they relate to matters affecting or incidental to the health of the people. No such Order will take effect until it has been adopted, with or without modifications, by Resolution of both Houses; and in any case the powers and duties of the Central Control Board would not appear to be appropriate for transfer under these provisions.
