§ Dr. MACNAMARAPartial, as distinct from general, overtime is being worked in a number of establishments on work of an urgent character, and in cases where such overtime could not be avoided by employing more men.
I may say that on 22nd February we issued an Instruction as follows:
While recognising the fact that it is not practicable to abandon entirely the system of working overtime on special work, it is particularly desired that every effort should be made to substitute ordinary time-work for overtime, where naval requirements permit. By this means it may be found possible to reduce discharges.
Colonel THORNEIs there any possibility of working the men in two shifts, which would obviate overtime?
§ Dr. MACNAMARAThere is no overtime which if stopped would mean the employment of more men. What I have just read shows that we have already given instructions to avoid overtime.
