asked the Prime Minister whether he can now make any further announcement in regard to the construction of the Channel Tunnel?

May I ask whether, in the event of the British and French Governments coming to an understanding on this project, it will be necessary to delay the commencement of operations pending the ratification of the scheme by the President of the United States?
