§ Mr. BONAR LAWThe individual opinions of the local authorities, which number over 2,000, have not been consulted, but opportunities have been afforded to the three associations which represent all the local authorities of making recommendations or amendments. These three associations, namely, the Association of Municipal Corporations, the County Councils Association, and the Urban and Rural District Councils Association, have all made representations.
