asked the Prime Minister whether he has taken any steps to ascertain the opinion of the local authorities before incorporating in the Ministry of Ways and Communications Bill the proposal for the control of the roads; and whether, in that case, he can state how this was obtained?

The individual opinions of the local authorities, which number over 2,000, have not been consulted, but opportunities have been afforded to the three associations which represent all the local authorities of making recommendations or amendments. These three associations, namely, the Association of Municipal Corporations, the County Councils Association, and the Urban and Rural District Councils Association, have all made representations.
