Mr. HARMSWORTHIt is understood from a wireless telegram sent by the Russian Bolshevist Government on 20th February, that that Government has agreed to the visit to Russia of representatives of the Berne International Labour Conference. Messrs. Ramsay Macdonald and C. R. Buxton were, however, not mentioned by name in that telegram.
