asked what action has been taken, or is in contemplation, with a view to bringing before the Peace Conference the need for international co-operation in putting into force the articles of the Opium Convention of 1912 for the control of the production and distribution of cocaine, morphine, heroin, opium, and other drugs of addiction?

Mr. HARMSWORTH

His Majesty's Government hope to be able to bring this question before the Conference with a view to the adoption of a resolution binding the Powers represented atthe Conference to the speedy enactment and enforcement of the laws, regulations, and measures contemplated by the Opium Convention of 1912 for the purpose of confining to medical and legitimate purposes the manufacture, sale, and use of opium, morphine, cocaine, and similar noxious and habit-forming drugs; such a resolution to be made binding on the enemy Powers.
