Captain CRAIGasked the Secretary of State for War whether he is aware that Mr. John F.Emerson, supervising clerk in the Army Pay Department, Dublin, presented himself on five separate occasions for enlistment, but was refused on medical grounds; that after two years' service in the Pay Department he was strongly recommended for promotion by his superior officer to the post of civilian acting-paymaster, and that the War Office approved of such appointment; that, in spite of the approval of the War Office, Mr. Emerson was never appointed to the post though six other men were appointed over his head, none of whom were so well qualified for the post as he was; and whether he will inquire into the reasons for him being passed over?
