asked the Secretary of State for Foreign Affairs on what grounds Philips Price was granted passports to reach Russia; whether he is a man with property in this country; and whether steps have been taken to ensure that none of this property is transferred to him in Russia by indirect means?

Mr. HARMSWORTH

It is understood that Mr. Philips Price left this country for Russia in November, 1914, when the passport control was not as stringent as it subsequently became. I am not aware as to the exact amount of property owned in this country by Mr. Price, but all practicable steps are being taken to ensure that funds will not reach him from here.

Commander BELLAIRS

Will the hon. Gentleman take steps to ensure that he has no control over his property in this country and that the Bolshevist Government do not reimburse him in Russia in order that his property may be used for propaganda in this country?
