11. Commander BELLAIRS

asked the Secretary of State for War whether Philips Price was liable for military service when he went to Russia; and, if so, on what grounds was he exempted or by whose request?

Mr. CHURCHILL

I understand that Mr. Philips Price left this country in November, 1914. The latter part of my hon. and gallant Friend's question does not therefore arise.

asked the Home Secretary whether he is aware that Philips Price is to be prosecuted if he returns to this country; and whether this man is the holder of any honourable post such as justice of the peace for a county and director of any great industrial undertaking?

In reply to the first part of the question, I am not aware that a decision has yet been taken. As regards the second part of the question, I understand that Mr. Price is a justice of the peace for the county of Gloucester, but I am not aware whether he is a director of any industrial undertaking. His name does not appear in the Directory of Directors.

Has my right hon. Friend taken any steps to deprive this man of the J.P.'ship?

Would it not be better to wait until he is convicted?
