asked the Secretary to the Admiralty if the pension awarded to an officer of the Royal Navy and that awarded a member of the lower deck is exactly on the same footing, and if both are viewed as earned or deferred pay?

Pensions and retired pay are awarded and remain payable in respect of services in His Majesty's Naval or Marine Force, subject to such conditions and provisions as are from time to time directed by Order in Council. Service pensions may most certainly be regarded as earned; but I am advised that they have never been regarded as deferred pay.
