§ Mr. ILLINGWORTHThe running tunnel has been completed, but until further progress has been made with the remainder of the work, including the electrical plant, I cannot say when the railway will be open for traffic. I do not propose to consider the construction of any further underground railways for the conveyance of mails until experience has been gained of the actual working of the railway now being constructed.
