asked the Prime Minister whether any stipulation has been made by the Allied and Associated Governments with Admiral Koltchak as to the franchise upon which the Russian Constituent Assembly will be elected?

I am unable to add anything further to the reply which I returned to the hon. and gallant Member for Newcastle-under-Lyme on 2nd June.

There has been no reply yet from Admiral Koltchak, I suppose?

Before any stipulation of that description is invited will Admiral Koltchak be given an opportunity of stating what shall be the terms of the franchise in India after the change that is about to take place?
