asked the Secretary of State for Foreign Affairs if it is the Government's intention to create a monopoly in China for financial transactions; will he state the companies included in the monopoly; and, considering the unsatisfactory condition of British trade before the War which was consequent upon the monopoly then existing, and the loss to this country of many important contracts, will the Foreign Office support all British merchants capable of securing contracts and not one group only?

I have nothing to add to the replies returned yesterday to the questions on this subject asked by the hon. Members for East Surrey and Down. At the same time I must state that there is no information in the possession of His Majesty's Government to justify the statements in the second part of my hon. Friend's question.
