asked the Secretary of State for Foreign Affairs whether American troops are now being withdrawn from North Russia?

In view of the fact that operations are in progress in North Russia, I regret I cannot give information in regard to troop movements. Such information would be of value to the Bolsheviks and might therefore compromise the military situation.
