asked the President of the Board of Trade what steps he proposes to take to obtain the sanction of the French authorities to the removing of their present limitations on licences for the import of many cotton goods from this country?

The hon. Member is aware that France has suffered cruel losses and has been forced to borrow heavily from this country. It would neither be fair nor reasonable of the British Government to urge the French Government to increase its liabilities to this country by the purchase of goods which, in the opinion of our Ally, are not necessary to meet the needs of her population.
