"That a sum, not exceeding £4,092,103 (including a Supplementary sum of £2,400,000), be granted to His Majesty, to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1920, for the Salaries and Expenses of the Military Service (Civil Liabilities) Department, and for the payment of Grants for assisting Officers and Men of His Majesty's Forces in cases of serious hardship to meet certain financial obligations, and Grants to facilitate their reinstatement in civil life."
