asked the Secretary of State for War whether lip is yet in a position to say what decision has been arrived b with regard to the issue of a special medal for pre-war Territorials who volunteered for active service?

There are various points of detail involved in this question which are still under consideration, and I regret I cannot make any announcement at present.

Did not the Secretary of State for War, speaking on the 1st May, say that the Army Council were in favour of the grant of a special medal to pre-war Territorials who undertook overseas obligations at the beginning of the War, and seeing that the Army Council has had some months to consider the question canned we now have a definite announcement?

Yes, it is a fact that the Secretary for War did make that statement, and ever since he has been considering how he can fulfil the promise and provide a reasonable scheme. The matter is still under consideration.
