§ Lieut.-Colonel POWNALLDid not the Secretary of State for War, speaking on the 1st May, say that the Army Council were in favour of the grant of a special medal to pre-war Territorials who undertook overseas obligations at the beginning of the War, and seeing that the Army Council has had some months to consider the question canned we now have a definite announcement?
Captain GUESTYes, it is a fact that the Secretary for War did make that statement, and ever since he has been considering how he can fulfil the promise and provide a reasonable scheme. The matter is still under consideration.
