Mr. CLOUGHasked the Prime Minister whether any steps have been taken to convey to the Russian people that, although the present international situation prevented Russia from partici- 1909 pating in the Peace celebrations of last Saturday, there is none the less, on the part of the British public, a keen appreciation of the invaluable services rendered by Russia to the Allies in 1914, 1915, and 1916; and, if not, will he consider whether such steps can be taken?
