asked the Minister of Labour if he is aware that, while the roads in Devonshire are badly needing repair and labour is needed for executing those repairs, the Labour Exchange at Exeter is advertising applicants as available for immediate employment and when the Crediton Rural District Council applied for men to take up road repairing the Exeter Labour Exchange replied that they had no men who wished to take up this work; and whether his Department will take steps to bring the workers and would-be employers together for road repairs?

I find on inquiry that the Crediton Rural District Council have not applied to the Exeter Employment Exchange for ordinary labour for road repairing, but are in search of persons who will take up contracts with the council for the repair and maintenance of roads over a stated period. Such persons are not commonly found among the workpeople on the registers of the Exchanges. The manager at Exeter has done, and will do, his best to help the council; but he cannot in the circumstances be blamed for the lack of success that has hitherto attended his efforts.
