1.The rates of pay, pensions, and allowances for officers of the Royal Air Force have been under review, and the standard rates now authorised are as shown in the accompanying statements. The present system, under which the various branches each had their own rates of pay, has been replaced by a uniform system of rates for all branches, with the exception that certain specialist services (such as the Medical and Dental) will continue to have special rates as hitherto. These specialist services will be dealt with separately, except in so far as reference is made to them below.

2.The rates have been fixed with reference to the present high cost of living, and it has been decided that 20 per cent, of the rates of pay and retired pay will be considered as due to the present high cost of living and will be subject after five years to change, either upwards or downwards, according as the cost of living rises or falls. Subsequent revisions will be made at three-yearly intervals on the basis of Board of Trade food prices.

3.The new rates will not apply to officers awaiting demobilisation or who are temporarily retained. They are intended for those officers who are given permanent or short-service commissions in the force as reconstituted or who are seconded to the Royal Air Force from the other Ser vices.
