asked the Parliamentary Secretary to the Ministry of Munitions if he will state the conditions under which the imports of plumbago to this country were controlled during the War?

Mr. KELLAWAY

I have been asked to reply to this question. The importation of graphite into this country was not controlled by the Government, except that in the later stages of the War the Shipping Controller granted tonnage on the recommendations of the Ministry of Munitions based on the Ministry's knowledge of the quantities required to maintain the output of munitions.
