§ Dr. ADDISONIt is not possible to add anything to the detailed statements which have already been made to the 1368 House on this subject; but the economic rent will depend upon the cost of building, and as a working rule it is suggested that the cost of building in 1927 (which is taken as the end of the transition period) will be not more than two-thirds of the present cost.
