asked whether an international court of justice is to be set up to secure impartial administration of international laws relating to fishing and territorial waters?

Disputes arising on these matters would appear to be susceptible of reference to the Permanent Court of International Justice the establishment of which is contemplated in the draft covenant of the League of Nations.

asked whether it is the policy of the British Government at the Peace Conference to press for the universal recognition of the three-mile limit for territorial waters?

I recognise the importance of this question and am making inquiries as to whether it is to be considered at the Peace Conference.
