Mr. ROBERTSIt has not been considered advisable to prohibit or drastically to curtail the manufacture of confectionery, owing to the serious unemployment which would inevitably result. Such a measure would cause great distress amongst a class of people who would have difficulty in finding other means of earning a living, and have in many instances been encouraged to adopt this occupation in consequence of partial disablement.
