§ Mr. BONAR LAWNegotiations are in progress between the Allied Governments and the German Government as to the formal exchange of ratifications, and a Note was presented to the German Peace Delegation on 8th December warning them that the Allies desire the final deposit of ratifications to be made without further delay.
