§ Mr. BONAR LAWThe answer to the first part of the question is in the negative. The Ministry of Labour has already a general responsibility for the training of all disabled ex-Service men who are fit to be absorbed in employment, although the responsibility for the administration of certain sorts of training is necessarily devolved upon Departments which possess special technical qualifications.
