asked the Under-Secretary of State for Foreign Affairs why passports are being refused from this country to Soviet Russia, in view of the fact that no state of war exists between His Majesty and the Soviet Government and that no legal blockade is being enforced?

Passports are not at present issued for Soviet Russia in accordance with the general policy decided upon at Paris and adopted by the Allies.

This is the policy adopted by the Allies, and I am afraid that my hon. and gallant Friend must address any further questions to the Leader of the House.
