HC Deb 01 December 1919 vol 122 c31
61. Sir F. HALL

asked the Under-Secretary of State for Foreign Affairs, if the Peace Conference have decided that the share of Germany in the indemnity paid by China in connect on with the Boxer rising shall be cancelled; if Austria has pressed to be allowed to continue to collect her share in the indemnity; if such claim is still under consideration by the Supreme Council; and the grounds on which a differentiation is drawn between the case of Germany and that of Austria in this matter?

Mr. HARMSWORTH

By Article 128 of the Peace Treaty, Germany is called on to renounce her share of the Boxer indemnity, but China not having signed the Treaty with Germany, it will not be possible for the Allied Powers to enforce the execution of Germany's obligations towards China as contemplated in the Treaty, such as the cancellation of the Boxer indemnity, so long as China withholds her signature. By Article 113 of the Peace Treaty with Austria, to which China is a party, Austria renounces her share of the indemnity.

Lieut.-Colonel A. MURRAY

What will happen if China refuses to pay her share of the indemnity to Austria?

Mr. HARMSWORTH

I am afraid I do not know.
