When the Bill was going through Third Reading I gave an undertaking that I would consult my right hon. Friend with regard to the possibility of being able to allow appeals from those who had already passed through the stage of the tribunal that at present exists. My right hon. 1792 Friend had already decided that that was quite impossible, consequently these Amendments are now sent down from the Lords and I hope the House will allow us to agree with them. The first is the only substantial one. The others are consequential and drafting.
